New legislation in 26 states requires manufacturers to pay for the collection, transportation, and recycling of electronics waste from consumers, small business, schools, and local governments. Producer takeback recycling ends the existing system of local taxpayers subsidizing electronics waste recycling, shifting the cost of electronic waste management from governments to producers.
